This examination was clumsily devised and scarcely affords a fair test of the teaching at the Central School: I presume we shall some day or other have the report of the Commission which is sitting on the School. Meanwhile could acknowledge receipt of despatch and refer to Dr. Eitel's remarks on the large number of uneducated children in the colony. Ask whether any step has been taken towards establishing a ragged school or school ship as was suggested (Para 481-II & 626).
